Reading the chapter 'Let Them Hate' in Victor Sebestyan's Revolution 1989, it becomes clear that this was certainly the case with regard to Nicolae Ceausescu. Sebestyan writes,
In "the other special editions (of the newspapers), there appeared many of the usual descriptions of the deified leader:
The Giant of the Carpathians
The Source of Our Light
The Treasure of Wisdom and Charisma
The Zodiac
Our Tall Standard
The Great Architect
The Living Fire
The New Morning Star
The Celestial Body
Even Mao Zedong or Stalin might have cringed at some of this nonsense. But Nicolae Ceausescu and his wife Elena, who enjoyed flattery more than he did, had no sense of humour or of the ridiculous. They believed the gush written about them and surrounded themselves with fawning toadies and courtiers."
After talking to Xavier about it, he advised me there were videos on YouTube in which you can see Ceausescu's confusion when he loses control of a crowd. Correct me if I am wrong Xavier, but I believe the background story is that officials had struggled to find enough people to fill the square, and in trying to fill it at the last minute, these officials hadn't vetted people in the usual way. This meant someone got let in who heckled Ceausescu, which in turn caused all the confusion. The confused look on Ceausescu's face illustrates, as Sebestyan pointed out, that he truly believed that the Romanian people worshipped him.
