Apologies for the lateness, there were some issues getting all the questionnaires collated

1) Are there checks on power?

0)      Executive can do as it pleases

1)      Executive is bound by its supporting partners for any action

2)      Executive is bound to the will of parliament

3)      Executive is bound by law to comply with laws and constitution

2) Is there universal Sufferage?

0)      No One Can Vote

1)      A select group can vote

2)      Any Citizen can vote

3)      Anyone in the country can vote

3) Are people able to express themselves outside state control

0)      All media is censored and vetted by state, no gathering

1)      Limited media allowed outside state control

2)      Press is available but subject to censorship of what is "correct to say", protests must be vetted and escorted by police etc

3)      Press is available free and unconstrained, Protests freely available

4) Is the justice system open

0)      Trials are behind closed doors with no outside coverage

1)      Trials are public notice and systems are open to representation but no outside spectators or review

2)      Trials are open to select media, Judicial review possible

3)      Trials are open to media and public inspection and vetting, most major cases available for review

5) How prevalent is torture and degrading treatment in justice
