RCE from Giang's Wednesday 12 Noon Tutorial

• A regime can get max 100 points. 100 points would be a perfect democracy, 0 is totalitarianism etc.
• 70-100: democracy
• 50-69: competitive authoritarian
• 30-49: authoritarian
• 0-29: totalitarian
• Point allocation recommendation (5 points: yes, 4 points: usually, 3 points: somewhat, 2: hardly, 1 point: no)
• Sub-points have been included to help the user of this RCE to understand the focus of the criteria

Criteria

1. Elections etc (40 points)

1. Are there effective elections? If no: 0 points, if yes, use the following points to determine point allocation out of 40)

1. Are the elections free from coercion?  (i.e. no consequences for voting a particular way) (5 points)
2. Is there a reasonable level/degree of voter participation? (compared to the whole population) (5 points)
3. Are there multiple parties in the elections? (If no, 0 points, if yes: then use sub-point to assign points 5-1) 
1. Does the governing party lose a reasonable amount?
4. Is there genuine competition/even playing field for parties? (5 points)
1. Are parties/candidates free to run in elections? Or coerced not to, or ‘taken out’
2. Do all parties have reasonable access to funding and media for election campaigns?
5. Does the outcome of the election determine the government? (5 points)
1. Is the elected govt accountable to the electorate?
6. Do parties exist with fundamental ideologies? (5 points)
7. Does the government function fairly? (5 points)
1. Are government or public sector appointments due to merit/competence?
2. Are successive leaders from the same circle/family?
3. Does the government fail to pass a bill a reasonable number of times? 
8. Is the government accountable to and act in the interest of the electorate? (5 points)

1. Does the country adhere to the UN UDHR (5 points) (Can use UDHR reports to determine points)
2. Do all citizens receive fair and equal treatment under the law? (5 points)

1. Are the executive and legislature separate? (5 points)
