negotiating with "terrorists"

last week I was thinking about America's past foreign policy stance "no negotiating with terrorist"
interestingly yesterdays front page of the world in the Dominion was quite the opposite story...
the swat valley in Pakistain enforced sharia law as part of a peace agreement with muslim rebels. Human rights groups and women activists were in outrage as the law is known to have harsh treatment of women and does not uphold the "rule of law" as we know it in western liberal democracies. Just as the law was implemented footage was released of men clad in black flogging a women for "sexual indecenties"...her own brother holding her down.
the implementation of Sharia law in the valley is an example to me of "negotiation" gone to far...the deal was suppose to bring peace at the expense of fundamental human rights (just like the US' use of torture one could say)...however as we've seen yesterday the "peace agreement" fell down
