An economic link to fascism

Here is an economic perspective on fascism:
"As an economic system, fascism is socialism with a capitalist veneer".
It also says that fascism sought domination of prtivate owners, whereas socialism "sought totalitarian control of a society’s economic processes through direct state operation of the means of production".
This would argue in unison with the traditional argument that fascism needs the support of the elites and therefore fascist regimes promote wealthy business owners to positions in government. And so that creates a win/win relationship between government and the rich business owners.
