The exposure of meetings between politicians and drug traffickers has demonstrated that "Honduras' problems are not limited to particular individuals, parties, or families. Rather its entire political system and public institutions are infected by corruption." Public institutions are being treated as "spoils" between political parties based upon their electoral performance, rather than given to qualified public servants, due to lobbying cartels. One way international allies can help is investing in civilian-led initiatives, such as donations from USAID, as the people of Honduras are deprived of a government that can help them themselves.
