Questionnaire to Distinguish Democratic from Non-Democratic Regimes
Branches of government
Are the three main branches of government independent to each other
Do they apply checks and balances?
Are there constraints on the three branches of government from institutions or other branches
Civil liberties
Does the population have access to a free wide range of media?
In what areas of social/everyday life do the governing political party intervene?
Does the population have freedom of speech?
Elections
How strong are the barriers to entry into power?
Are there any hurdles that prevent certain types of people from competing for power?
What is the democratic process within the party?
How do they select their electoral candidate?
How strong are the barriers to political participation?
Is the population encouraged to participate and are avenues established to foster this? (is there civics education)
Does the country have free and fair elections?
Are other parties able to meaningfully compete in elections?
Features of the party
Does the military hold power over the government
To what extent do the security apparatus influence decisions?
Does the party follow a strict ideology?
Does the party have a clear, popular leader?
Is personal power constrained within the elite? Or is personal power constrained within an individual?
