Seven-point sliding scale.

 

1.      Are leaders elected through free and fair means?

-          To what extent are there barriers to enrolling to vote?

-          To what extent are there barriers to the voting process itself?

-          Is the result of the election upheld by the ruling government?

2.      To what extent does the population enjoy civil liberties?

-          To what extent is there freedom of speech?

-          To what extent are minority groups (on grounds of ethnicity, sexuality, gender, etc) repressed?

3.      To what extent is media free and independent?

-          To what extent are media outlets free to express positions opposing the government?

-          To what extent are independent media sources accessible to the public?

4.      To what extent is there a formal separation of powers between the executive, legislative, and judicial branches of government?

-          To what degree does the ruler control appointments to offices of state?

5.      How able are leaders to mobilise the military in non-emergency circumstances?

6.      To what extent does the government pursue an ideological project?

-          To what degree does this ideological project interfere with citizens’ private lives?

7.      How much personal power does the leader have?

-          To what extent are they constrained by their population?

-          To what extent are they constrained by elites?

-          To what extent are they constrained by laws and institutions?
